The context
Lebanon is a laboratory of compound crises.
Citizens, municipalities and youth are always the first responders, yet they remain absent from formal preparedness frameworks. ALERT closes that gap.

The decisive window for effective response opens and closes within the first minutes.

No structured programme currently prepares Lebanese citizens to be part of that response.

Train through simulation
Rigorous, simulation-based training on crisis management, leadership and inter-institutional coordination.

Connect responders with national actors: government institutions, the armed forces, Civil Defence, the Red Cross and municipalities.
